That means, in part, beautiful women. Not necessarily the best in terms of character or loyalty, but looks, brains and talent have always been drawn (and will always be drawn) to power and the hustle-bustle.

What a GREAT scene for Pacino to let it RIP! Very powerful and moving. Of course, I love that final scene between Pacino and Cusack. Perhaps a bit too subtle since nobody seemed to know what was going on and felt the theater feeling confused.
Harold Becker is underrated in my book.

I actually thought this scene was pretty over the top. I like a lot of the rest of CITY HALL, particularly the first hour. Detective Deputy Mayor Cusack was very unnecessary. But it's not credible that the audience would be swayed by it, or that his antics are anyone's idea of good oratory. Best thing by far about this movie- Fritz Hollings' cameo and his amused look during a joke at Mondale's expense. Also Aiello owns it.
